How to become a certificated enforcement agent
No degree and no professional examination. This is the only profession on this site entered by application to a judge rather than by qualification with a regulator.
Legal basis. Certification is under schedule 12 to the Tribunals, Courts and Enforcement Act 2007 and the Certification of Enforcement Agents Regulations 2014.
The route
- Apply to a County Court judge for a certificate.
- Satisfy the judge that you are a fit and proper person and know the law.
- Lodge a bond.
- Re-apply every two years: a certificate lasts two years and 1,152 of the 1,211 on the register run 728 to 731 days.
How many get in
This cannot be counted from the register. A certificate lasts two years and is re-applied for, so the only date the register carries is the current certificate's. It is not the date the agent first qualified, and charting it would show a profession that quadrupled in 2025 and did not exist before 2024.
What the work pays
By occupation code, not by profession — for most of these professions those are not the same thing. See what they earn for why.
| Occupation | Median |
|---|---|
| Debt, rent and other cash collectors | £27,454 |
| Parking and civil enforcement occupations | £27,766 |
Where to apply
HMCTS’s own page. This site is not the regulator and cannot admit anybody to anything; everything above is a summary of what they publish, and where the two differ they are right.
Where these facts come from
